The Professional Master of Public Administration degree program is a graduate level program offered in partnership with Queen's University.

This program will develop skills required in public policy development and analysis. It will augment management skills required for senior administrators in Indigenous organizations to translate policy into action. The program is unique in that learners are able to complete a specific concentration in Indigenous Policy & Governance. The program will include a specific concentration in aspects of Indigenous Governance integrating traditional knowledge and philosophies.

This program will build capacity within First Nations communities by developing policy leaders and senior level administrators.

This is a professional program targeted at administrators with a minimum of five years related work experience. The program is delivered in Kingston, Ontario and the delivery format is designed to accommodate working adults. Participants must complete 10 graduate courses or eight courses plus a Master's Project.

Employment Opportunities

This graduate-level program is designed to meet the needs of senior administrators and executive personnel in First Nations administrations and other Indigenous organizations.

Program Schedule

New program intakes begin in September each year, based on demand. Most learners will take 2-3 years to complete their studies in this program.

Admission Criteria

Applicants to this program must hold a 4-year undergraduate degree and a minimum of 5 years experience in the public sector or related activities. It is recommended that applicants have a minimum B+ average standing in their last two years of undergraduate studies.

ADDITIONAL REQUIREMENTS

Applicants will be required to complete and submit the following documents to FNTI:

  • Application for Admission Form
  • FNTI/Queen's Release Form
  • Transcripts from all University education
  • Resume highlighting relevant work experience

Note: Applicants will also be required to apply directly to Queen's University and will be required to provide documents and information as determined by Queen's University.

COST

Tuition cost is $1,300 per course. Required textbooks and any other course materials are an additional cost, and are the responsibility of students.

For budget purposes, tuition costs for the program are as follows:

  • Year 1 (4 courses) $5,200
  • Year 2 (4 courses) $5,200
  • Year 3 (2 courses or Project) $2,600
  • TOTAL COST $13,000

Note: Students who choose to complete a Master's Project may choose to do so during Year 2, concurrent with four other courses.

COURSES/PROGRAM REQUIREMENTS

The program requires students to complete 5 core courses:

  • MPA800 Governing Institutions
  • MPA802 Approaches to Policy Analysis
  • MPA804 Microeconomics and Public Policy
  • MPA805 Quantitative Analysis
  • MPA809 Management in the Public Sector

To complete the concentration in Indigenous Policy & Governance (IPAG), students must complete at least 3 elective courses from the following:

  • MPA859 Indigenous Law & Public Policy
  • MPAxxx Nation States: Indigenous Rights and Relationships
  • MPA879 Comparative Models of Indigenous Governance
  • Other elective courses still under development

The final 2 credits may be completed as follows:

  • MPA898 Master's Research Project

or

  • Any 2 elective courses (these can be IPAG elective courses but do not have to be)

This course may be replaced with an Indigenous Policy & Governance elective course for graduates of the FNTI/ Ryerson B.A. - Public Administration & Governance program.
